In this podcast, as we enter into tax season, I dive into the Bureau of Internal Revenue Service authorities' statements outlining how paying Income Tax requires "voluntary compliance," and how the U.S. Debt Clock has not only added a D.O.G.E. counter of taxpayer savings from waste, fraud, and abuse discovered by the Trump Administration's Department of Government Efficiency, but also how it has eliminated its counters tabulating Income Tax and Corporate Tax revenue. They are gone.
This is HUGE!!!

IRS Income Tax Voluntary Compliance:
As we enter into the season of voluntarily filing and paying your federal income tax, remember this, and never forget it:
In its 1984 mission statement, the declared purpose of the Internal Revenue Service was “to collect the proper amount of tax revenue at the least cost to the public, and in a manner that warrants the highest degree of public confidence in our integrity, efficiency, and fairness. To achieve that purpose, we will: encourage and achieve the highest possible degree of voluntary compliance in accordance with the tax law and regulations; advise the public of their rights and responsibilities; determine the extent of compliance and the causes of noncompliance; . . . do all things needed for the proper administration and enforcement of the tax laws; and continually search for and implement new, more efficient, and effective ways of accomplishing our Mission. The mission of the Service is to encourage and achieve the highest possible degree of voluntary compliance with the tax laws and regulations.” — United States Department of the Treasury, Internal Revenue Code, Catalog of Federal Domestic Assistance (CFDA) Number 21.003-21.007. Federal Register Volume 39, #62 (11572), March 29, 1974. Archived in 2013.
“The purpose of publishing revenue rulings and revenue procedures in the Internal Revenue Bulletin is to promote correct and uniform application of the tax laws by Internal Revenue Service employees and to assist taxpayers in attaining maximum voluntary compliance.” — Federal Tax Regulations, Section 601.601.
“Tax payers in the United States assess their tax liabilities against themselves and pay them voluntarily. This system of assessment and payment is based on the principle of voluntary compliance.” — Internal Revenue Manual, Section 20:123, July 15, 1996.
“The primary mission of the taxpayer service is to promote voluntary compliance through education and assistance to taxpayers.” — Internal Revenue Code, Chapter 100, at 110.
“...securing of valid voluntary income tax return from the taxpayer.” — Operating Techniques and Reporting, Sec. 6810 at 1391-1a.
“Returns are voluntarily submitted by taxpayers.” — Taxpayer Service, Part IV, Sec. 6810 at 1331-f.
“Of course, the Government can collect the tax from a District Court suit or by exercising its power of distraint — if he does not split his action — but we cannot believe that compelling resort to this extraordinary measure is either wise or in accord with congressional intent. Our system of taxation is based upon voluntary assessment and payment, not upon distraint.” — United States Supreme Court, Flora v. United States, 362 US 179, 80 S.Ct. 630 (1960).
"Your income tax is a 100% voluntary tax, and your liquor tax is a 100% enforced tax. The situation is as different as night and day." - Dwight E. Avis, Head of the Alcohol and Tobacco Tax Division, Bureau of Internal Revenue
“The tax system is based on voluntary compliance.” — Federal Tax Regulations, Section 601.602.
Black’s Law Dictionary 2nd Edition, definitions of terms:
Distraint: “Seizure; the act of distraining or making a distress.”
Distrain: “To take as a pledge property of another, and keep the same until he performs his obligation or until the property is replevied by the sheriff. It was used to secure an appearance in court, payment of rent, performance of services, etc. 3 Bl.Comm. 231; Fitzh. Nat. Brev. 32, B, C, 223. Boyd v. Howden, 3 Daly (N. Y.) 457; Byersv. Ferguson, 41 Or. 77, OS Pac. 5. Distress is now generally resorted to for the purpose of enforcing the payment of rent, taxes, or other duties.”
Voluntary: “Free; without compulsion or solicitation. Without consideration; without valuable consideration; gratuitous.”
Compliance: “A confirmation that a manufacturer can do what they say they can according to the rules and standards required by a contract.”
Voluntary Compliance: “Assuming that tax payers will comply with all tax laws.”
